Pengadaan barang dan jasa merupakan bagian terpenting dalam business process perusahaan. Begitu pula di industri Hulu Migas yang notabene setiap barang dan jasa yang dibeli akan di masukan ke dalam cost recovery. Untuk itu tata kelola pengadaan barang dan jasa sudah di atur dalam Petujuk Tata Kerja (PTK) : 007-revisi-1/PTK/ix/2009 BP Migas. Proses pengadaan ini, melibatkan para stakeholder diantaranya BP Migas sebagai pembuat kebijakan (regulator) juga badan pengawas (supervisory body), perusahaan KKS dan perusahaan jasa penunjang (Vendor KKKS). Agar terciptanya proses pengadaan yang efisien dan efektif, hal mendasar yang harus dipenuhi adalah adanya kesepahaman ihwal tata kelola proses dimaksud.
